
The demolition of The Wheeler House marked the start of a significant redevelopment initiative at the Winston Prouty Center for Child and Family Development. This project will serve as the first phase in the creation of The Village at Winston Prouty, a new housing complex that includes a planned 28-unit apartment building.
The Wheeler House, which had previously accommodated refugees as part of a women’s sobriety program, was vacated during the summer months prior to its demolition. Despite plans to begin work earlier, weather conditions delayed the start until Tuesday, January 20, 2026. The company responsible for this demolition is Bellco Excavating, and the entire process is expected to wrap up by the end of January. Efforts will focus on minimizing disturbances to nearby residents and the ongoing functions of the campus, as indicated in a release from the center.
Chloe Learey, the executive director of the center, provided updates regarding the project timeline, stating that the aim is to commence construction in July, pending the completion of financing, fundraising, and the bidding process. At the forefront of this redevelopment is a broader initiative to address the increasing housing demand, as indicated by a 2021 housing study which identified a need for 500 new homes in the area. More recent analysis from 2025 highlighted that Vermont is facing a need for 7,000 new residences annually.
The upcoming construction effort, estimated at approximately $9.5 million, is indicative of a long-term vision that anticipates up to 300 mixed-income housing units on the campus grounds. This strategic plan aims to create a diverse living environment that reflects the varied needs of the community. The center aims to play a vital role in this housing predicament, with future phases of development to be elaborated upon as planning progresses.
Learey mentioned plans for a capital campaign launching in the spring to support this essential housing project, inviting community donors and investors to contribute towards bringing The Village to fruition.
